The very very early ones did. It's kind of a shame, according to my opinion, that there wasn't a model in between the 2-speed 606 and the 4-speed combo 806. Maybe there at one time had been planened to have one, i.e. a 706 with 3-speed combo. I don't recall seeing this feature again until the completely redesigned control panel came out in 1980 or 1981. Had a friend from work buy a Maytag set when she and her husband got married. It had the 3-speed combo. For some reason it just kind of irritated me that the only way one could obtain a N/S combination was with the 806. WP & Kenmore had it quite prominently in their line. At least 2 GE models offered it as well as Westinghouse and Norge and these weren't necessarily the TOL models either.
