Sensi-Temp burners can be finicky or no longer viable per many posts about GE ranges here over the years, and parts to repair them are difficult to find. It's possible though, that the #4 stove in your OP has a properly working Sensi-Temp burner since it seems to have seen less than average use. The wonky burners on stove #4 are likely not seated properly in their bowls.
If clocks on GE stoves don't run, the cause is almost always a bad rotor. They were made by Telechron, which GE eventually purchased, and are easily revived or changed out, depending on the type of rotor. The older and larger H-3 types can be brought back to life, but the newer, smaller S-type rotors need to be replaced. You can find them on eBay. The smaller S-type rotors replaced the H-types sometime in the late '60s or early '70s.
I do like the push buttons on the latest stove you posted. Kind of a throwback to the older models.
