If it's not aluminum you can use dishwasher detergent. Just put 1 pak, or about 2-3 tbls of powdered dishwasher detergent into the basket, fill the pot to the max fill line with cold water, run the pot thru a brewing cycle, unplug and let stand for about 30 mins. Pour out all the dirty water, and rinse thoroughly. It should now be spotless. This works everytime. But if you use this method in an aluminum pot it will turn the pot and basket black. You will then have to repeat the same process, but then using Cream of Tartar instead. The Cream of Tartar is acidic and will remove the bloack caused the alkaline of the dishwasher detergent.

Did the dishwasher detergent make a dent in it at all? If it did try it one more time. I've had to do this process sometimes 3 times on a really dirty pot. If the copper is showing thru the chrome or nickle lining nothing will help. If you use the Cream of Tartar use 2 to 3 tbls. Good luck.

Use Dip It

It is a special cleaner made for cleaning coffee makers. You can usually find it in the supermarket with the cleaning supplies or in a hardware store if you have one near you...PAT COFFEY
 
The old powdered Dip It is essentially the same as powdered dishwasher detergent and its very hard to find where I live. I've only seen it available on ebay. The new liquid Dip It is formulated for auto drip coffeemakers and I don't think it will do much for this kind of stain. I think its an acidic product, like CLR. What kind of electric percolator is this one? It's hard to tell from the photo.

I've used the dishwasher detergent method for about 20 yrs, with great success on the perks I've collected over the years. The only time it didn't do too well was on a Universal Coffeematic I found at a thrift store about 10 years ago. It looked like the black hole of Calcutta. I ran 3 cycles, got the stain out, but under the stain was copper showing from someone probably scrubbing it with SOS at some point in its history. So even though the stain was gone, I didn't want to use it with copper showing as it gave the coffee an off taste. Never use an abrasive product on an old chrome plated electric percolator or a Sunbeam Coffeemaster. The chrome or nickle linings are easily worn away.

Use 2 to 3 tbls of Cream of Tartar instead in a full pot of cold water, running it thru a complete brew cycle, then let the solution set in the pot for about 30 mins, pour it out and rinse thoroughly. Repeat if necessary.

All of the Easy Off products that are sold in the USA caution that they are not to be used on aluminum or painted surfaces, including the Easy Off Max that Paul recommended.

Now I don't dispute that he has used this successfully on aluminum, but I would try it out on some aluminum surface that I didn't care about first before I sprayed it into a coffee pot that I cared about. If it works and doesn't cause any damage great!
