That is SQ's answer to preventing detergent/laundry aids from being flushed into the sump when the machine first fills. European washers like Miele, use various systems, including a "ball" that floats over to cover so detergent that is being dispensed is not flushed down into the pump as the machine fills.
All front loaders as you probably know leave a little water in the pump even after the final spin is complete, to prevent the pump from drying out. If water/detergent is flushed right into the machine at the next fill, a good portion of the detergent water mixture will end up in the pump and never go into the tub to do it's business.
Many newer European front loaders, including those made by Miele, take a page from dishwashers, and run the pump for a few seconds before starting to fill in wash cycles. Like dishwashers, the purpose is to push out old stagnat water so one is using "fresh" water for each wash cycle.
