My take on that is that people who have to be rescued from hurricanes, tornadoes, mountaintops, etc. due to their own foolhardiness should be billed for the service. People whose dilemmas come about through no fault of their own should certainly be able to count on emergency assistance. But those who don't obey evacuation orders, trail signs, and the like should pay, if you ask me.
