That was one of our favorite things to do
When I was growing in a small east texas town, We had a fountain at city hall that got sudsed every weekend almost. Just a small bottle of Joy is all it took! We had the cleanest fountain in 12 counties.

They used to hit the fountains at the downtown library quite often. The suds would flow clear down the street, then the fire engines would arrive and wash the suds down the gutter.
Now it's a felony destruction of public property. Sometimes lawmakers just take all the fun out of things.

swamp cooler!!!!
The high school I used to attend, had a huge swamp cooler, and last day of school we put dish soap in the fin things(whatever they are called) and it suds the whole area behind the school. It was funny, It's been 20 years, so yeah I did it!!!!

On another note: Shouldn't they just put salt in the main water pump get rid of these suds?

A fabric softener solution sprayed on the suds would probably do the job with smaller quantities needed and without the salt water discharge factor, although salt sprinkled on a sudscake will knock it down quickly.

--has a massive fountain that has a nice walk through and enables pedestrians to cross over from the Hyatt to the shops there.On a hot summer day sometime around the late 80's,I'd get a huge bottle of MR.Bubble and go in a secluded part of the fountain and pour the entire bottle into the fast flowing waterfall. I'd hide the evidence and dash into the crowd to avoid the police seeing me there. Once the heat was off (usually half an hour) I'd go back out to see the massive bellows of suds. Because it was usually either rush hour traffic or folks going to a baseball game across the street,the crowd would gather to see and watch the billowing suds mount,then go up in the air crossing over Light Street and landing on driver's cars. Almost got caught one time but,the bottle I had was a Sprite bottle full of Joy and I got away with it.
