Hans is right about the date. Monarch did not move the controls up from the front of the range until the early mid 50s and those are not 1940s surface units. I wonder if the seller has the porcelain cover for the roaster oven?

That right rear unit with the white on the coils is where someone overheated a porcelain pan and melted some of the glass onto the sealed rod. GE range manuals carried this note about utensil materials:

Enamel: Some utensils may melt, when used on high heat, and fuse to the unit. The use of enamel is not recommended unless it can be determined beforehand (from the utensil manufacturer) if the material will withstand the intense heat of the electric unit.
