never see or even heard of one of these.....portable double sink with manual wringer?....I would guess its used with a scrub board?

Mop bucket

That sits pretty low to the ground. I think it's a double mop bucket. Soapy water in one side, rinse water in the other. The wringer is for wringing out the mop.

I think your right......that handle on the wringer would be to open it, lower the mop, and then apply pressure as you crank the handle.....

that does make more sense....
