Mark - I would guess that your water meter just measures in increments of Ccf of water, which is 100 cubic feet of water, or about 748 gallons of water.  That is a common way water utilities measure water usage.  Perhaps they just round it to 750 gallons for simplicity sake. That would mean that 4 Ccf = 3000 gallons, and 5 Ccf = 3750 gallons.

We used to use about 6 Ccf on average per month of water when I had the GE Filter Flo washer and older Caloric Dishwasher. Now with a Bosch dishwasher and a FL washer, We use on average 4 Ccf of water per month. I live in the city and have no lawn to water.

Our rates include sewer and water.

23.63   = monthy service charge

  5.115 = 1 Ccf of water

Average bill with usage of 4 Ccf of water is $44.09

At present in Ireland, non-commercial premises are not metered or charged for at all. It is funded out of general taxation.

However, there are plans to introduce domestic water charging at some stage over the next couple of years.

The proposal would be X litres for free, then excess usage would be charged.
