There seems to be no valve for it to turn it on/off unless there's one behind it that's INSIDE the building...

No threads for connecting a hose to it either, and what about safety letting that thing hang that far outside the structure where it could be bumped into?

Or is it actually recessed against that wall? Hard to tell unless I go over there next to Still Bill...

I wonder about that usual placement and the need there for water and water for what?

This is what appears to be a drain port for an air conditioner or a dehumidifier. We have some of these in the building I live in. One in particular is for the dehumidifier that controls the humidity in the indoor pool room.

Oops, I meant UNUSUAL placement, and your guesses for an air conditioned-portion of that building seems to be right...

Drainage for a sprinkler system might also, possibly be right, but it seems that would be in a room where the complete plumbing for an overhead fire extinguishing would be...

There's that at my store actually, but I'll look at the outside wall there and see next to out there it if I have an unusual pipe like that for it...

Still I find it funny to be protruding out like that, or is there an optical illusion that doesn't let me see it's flat and flush against that wall...
