It's from the POV of a European-type machine with onboard water heating.  The machine pictured is an AEG and there's reference to a 40°C cycle, and Cottons cycle at the highest temp choice as an alternative to a designated tub clean selection.  U.S. consumers will reference Cottons as Normal which won't get anywhere near hot enough for a proper cleaning.
