1951 Kenmore is the water supposed to be running allatha time?

Had a little trouble with one of the 51 Kenmores, the water valve got stuck open and the rest of the machine wouldn't work either. I took the valve apart and cleaned it out, and put a heater on the machine (it's in the garage and about 40 or so degrees) anyway now it seems to be working pretty good, but I couldn't help noticing that through the wash and fill cycle the water kinda keeps going at a trickle and seems to keep filling in the machine. After spin and rinse the water does totally shut off so I know the valve can do it. Just wondering if this is normal or not. Here it is in fill, though it has started agitating.

Also noticed a really small leak that must he in the outer tub so it looks like I will me working on this a little more...

Definately not supposed to be filling during wash, but I haven't the slightest clue wat's wrong with it.
 
No, it appears that there is a small amount of voltage is getting though to the water valve. You should be able to tell if its hot or cold by the temp of the water. So check the voltage on the black wire to that particular water valve solenoid when the machine is agitating. Its probably leaking voltage through the timer or other loose connection.
 
Not seating!!!

Could the water valve not be seating good when its supposed to be closed? Could be the temp in the garage,how about after the machine is good and warm.Check your timer! It could be cold also.Bobby
