1980's Filter Flo Agitator

I have an 80's vintage, Eatons Viking 8 labeled, Canadian Filter Flo washer. I remoed the agitator from the drive shaft, and discovered a collar at the bottom of the shaft. This collar is the same material as the agitator, and fits into the bottom of the agitator. The collar has a single locking/retaining tab on the inside that I assume secures it to the shaft somehow, but doesn't seem to have anything on the outside to secure it to the agitator. Can anyone tell me if this is the way it should be, and if they have any advice? Right now my wife and I have no washer, and the laundry that comes with a new born baby. Thanks in advance.
 
If the collar is separate from the agitator, how does the agitator stay fixed to the drive shaft? I have tried to set the agitator back in place on the shaft, but it loosens during the second half of the wash cycle and rises up on the shaft. This means that the water that should be entering the lint basket, hits the side of the basket, or lower. It also means that the agitator stops moving, and the washing motion stops.
