Guessing thats why sales calls etc are def not wanted!

Yes, we do get charged for incoming as well as outgoing on most plans. When you use your phone, you'tre charged. As Steve said, there are some companies offering unlimited cell use for a flat rate, but the latest ad I heard says it's $99 a month for that. Unfortunately there hasn't been a cell phone yet that's been able to get a usable signal in most of our house, so we have to have a landline. Luckily, that's now bundled with fiber optic cable TV and broadband internet for $99 a month.
I understand what you're talking about with the premium to the caller for calling a mobile #. I use a prepaid calling card to call a friend in the UK and it deducts only $0.02 a minute. However, if i call his mobile, it's something like $0.40 a minute.
The faster we go, the behinder we get!
