It all comes from the simple acidity of the vinegar.
It will cut through soap scum, dissolve mineral buildup etc.
Claiming it's anti-bacterial is an over-statement.
Full-strength (not-diluted whatsoever) regular vinegar will kill *some* bacteria indeed. While dealing with a toilet bowl (and wanting to remove the germs) vinegar lacks the power to kill E. Coli unfortunately. Perfectly fine for normal household cleaning - but not when using a washcloth that will be washed with other linens. Takes some thinking and scheduling on how to approach cleaning when using stuff like that. I personally use regular bar mops to clean my bathroom with Seventh Generation Disinfectant Spray (that uses thymol as the anti-bacterial agent) but always start with the least offensive fixtures to the ones most.

Interestingly, though, I have heard of people using a cup of vinegar as a softener in the wash, with the claim it also kills germs. Somehow, I have always had the feeling that by the time the vinegar mixes with 20 gallons of water, the germ killing power is pretty much limited to only the most weak and feeble of bacteria...

As for rags... I recall one MAD MAGAZINE joke about McDonalds. The article was about new things they could offer IIRC. One of these was the "McSpecialized Rag" or some such thing. They showed a long rag with one end being used to scrub a pot in the kitchen, and the other end being used to scrub a toilet...
