The thing is the electricity board is not interested and ofgem just refer me to the landlord to ask for what he is paying.

I go round in a constant loop.

This bit....

In addition, to ensure transparency, at the request of the tenant, the landlord must inform the tenant the price he is paying for gas or electricity and furnish documentary evidence to support this information. This is enforced by financial penalties. A landlord who overcharges will also be subject to such penalties. These penalties will be enforced through the civil courts.

In my case....

There is only 1 service cable into the property- this goes to a sealed distribution/service fuse panel. From here there are 5 seperate meter feeds, 1 for each flat plus 1 for the communal area that is paid by the landlady. Oddly they are all in the one cupboard with the exception of mine that spurs off and is outside my door!

Yes apparently it costs £5000 to install a separate supply to each flat or I presume have a similar setup to what yours is.

A landlord across the road who does things properly has a similar setup to yours to a meter cupboard within the communal hallway where each flat has their own meter which receives a normal bill.

Not sure where to go with it really.
