Looks like it is French from la France to me. Here in La Belle Province, most vintage appliances looked just like the US ones with English controls (only a very few brands like Belanger or Roy had French controls in the old days!)
That drum style intrigues me - I have seen the design in old appliance repair books, but they all seemed to indicate this kind of drum was used on commercial or industrial washers.
 
What a clever way of fitting a H-Axis tub into a normal top loading washer style washer. Bet if top loading, "side access" washers ever do get to the United States, they will come in that form.

Still, for the size of that washer, the wash tub does not seem to hold that much.

As for spin speed, doubt if it reaches more than 900rpms.
 
We haven't seen many portables/compacts yet in "general circulation" in this country in terms of front-loaders. (i.e. smaller than 20 x 20 inches, 50 x 50cm).

This is surely a cute little one.

 
sort of like a Staber.

Somewhat similar to my Staber. Horizontal axis but top load.
You'd be surprised on these machines how much they will hold though, the basket is totally useable.
