Question is, how well does it work? Can it do anything like an acceptable cleaning job?
If so, then I think something like this could be revived today for use in "off-grid" homes and so on.
Revise the mechanism so that you have something more like a carpet sweeper (counter-rotating brush) at the front end, with the airstream serving primarily to collect dust displaced by the brush, and perhaps a narrow nozzle inlet behind the brush for a more concentrated airstream to pick up stuff the brush misses. Use high gearing and larger-diameter rear wheels, and include a pull handle for giving the fan an initial start so that one doesn't have to push it against the initial rolling resistance to get it going.
A human can put out from 250 - 300 watts of power via muscles, so in an application of this type I would expect more like 100 watts of output. That's nowhere near the modern standards of 500 to 1000 watts for a vacuum, but with the right design it could do a tolerable job. And in places with no or limited electricity, it's better than taking the rugs outside to whack 'em with a broom handle.
