I'm just curious based on the accents in this ad I'm thinking it's possible from the US or Canada and redone for P&G Ariel in Europe ?

Is this familiar ?

Probably so.

I see several tv commercials I can tell are not filmed in the USA. I can either tell by the apllainces, scenery, or the double stacked granite counter tops of thinner stone used in Australia, etc. A dishwasher that is built in, but with a gap under the counter, or a stove with a glass cooktop cover.
 
Many many US tv commercials are actually filmed in Canada as are many Hallmark movies. The one on last night was supposedly in Chicago but all the street scenes, the office building being used was Vancouver,, ie the Marine Building lobby. I would say at least 7 out of 10 car commercials regardless of make are filmed in and around Vancouver and the mountains. Others I can think of are the Allstate insurance commercials. like this one filmed on Burrard St downtown Vancouver

 
It’s usually little giveaways like light switches, door handles, electrical outlets etc that are a bit of an instant giveaway of it being in a different country, no matter how generic the producers are aiming for a global brand.
 
It's quite regular

It's something that's always happened, you can find adverts as far back the 80s that we're shared amongst countries with slight tweaks to the product name for the respective country.
 
#1 was stupid, goofy, and possibly aimed at entertaining 10 year olds it was so lame and lacked real creativity?? #2 and 3 were much better quality commercials but I'll take the inventiveness of old school commercials done by talented people.
