It also depends on machines he bought and some have adjustable water levels that are set by the operator.

In 2017, I used a laundromat while traveling in Oregon that had new Electrolux front loading washers. The wash cycle was so damn skimpy on water that I couldn't see any during the wash cycle....at all. I saw a little bit on the rinse cycle (rinse used more water than the wash). On top of that, I underloaded the machine, lightly filling them slightly less than half full. I went around and looked at other machines in use and they were all equally stingy with water. Definitely used a fraction of the water compared to Speed Queen and Dexter washers that I'm familiar with. On the positive side, they did spin at crazy high speeds though, probably north of 1000 RPM's which is double the standard 500 RPM's in most commercial front loaders.
 
Colorado is probably not the state to wade into with suddenly very low water use washing machines without explaining to patrons what is going on with the water use of the new machines and what can be done to make adjustments. I have no sympathy for the new laundry owner who did not put his customers' satisfaction at the top of his priorities which include lowering the water bills of his business. Maybe where he comes from, the women don't have choices, but I guess he found out that the users of coin laundries in this country have choices and can vote with their feet.
