I believe this is a filter-agitator.  It has an integral lint filter similar to classic Maytags, the upper section detaches to clean.  The group of holes by the curved fins is to flush water through the filter during agitation.  The single hole(s) a little higher is for a softener dispenser mounted in the agitator, which apparently is not included with this model but could be (and still can be) obtained as an option.

Congratulations on getting these machines. I too love DD machines for their simplicity, and they are very easy to take apart. I am also a fan of the "Tilt Panels" WP had when they came out with these, I like the black tilt panels better than the pure white ones. If I had this set, I think I would leave the agitator thats in it, five fin straight vane. I dont think I would swap it out for a DA. I'm more than positive this is the lint filter agitator too.
