I recently replaced the damper pads & new v-belts on my machine. I was running thru all cycles before I made these repairs, now I cannot get it to run at all? I have noticed that the motor governor tab is fully depressing the motor start switch at all times. Could this be my issue? If so, what is the remedy?

It is great that you've narrowed this down to the 100CD-4 switch. This part is the "heart" of the motor's starting process, and the "depressed button" issue you're seeing is the smoking gun for why the machine is dead.

1. Why the Button is Depressed (The Mechanical Fault)
In a properly functioning motor at rest, the button on the 100CD-4 should not be depressed.- The Mechanism: Inside the motor, there is a centrifugal weight assembly (the "governor"). When the motor is off, these weights should be "in," and a lever should be sitting away from your switch button.
