Back when we were kids we lived in a newly built neighborhood in the burbs. The houses were barely built so fences were far from being put up. Of course in those days the clothes line went up before or shortly after the family moved in.

We had a neighbor that had a son about four or five. Not is school yet but old enough to play outside, not old enough to stay in his yard alone. Because they did not have a fence the neighbor would hook a long dog type chain onto the clothes line so it would side the entire length of the line and then hooked it onto the belt loop of the boy.

He was free to reach almost the entire back yard, as well as get to the door in case he wanted in the mother would come an un-hook him. This worked for both of them because he got to play out, and mom could get work done in the house.

Well some doo-gooder reported her to Child Welfare. She was ticketed and had to appear in court for child cruelty.
The judge asked her if she intentionally chained the child to the clothes line. "Yes I did" she replied. "I would much rather him be allowed to play outside safely than finding him hit by a car because he didn't stay in the yard."

"Case dismissed" said the Judge.

I loved the anecdote.  Sadly though, in today's nanny-state world the mother would now be locked up, and the key thrown away for a good long while. 
 
P.S.

That child grew up to become the President of the Machinest Union.  Sadly he was killed in a car accident a few years ago when his car was T-boned by a drunk driver. 

 

Luckily Mrs O. was far into Alzheimer's dementia by that point and was blissfully unaware of his passing.
