Phosphates
Neither this version nor any other of Tide sold for laundry purposes in the USA contain phosphates. This applies to commercial/institutional laundry products as well.
Since New York State along with others either outright bans, limits or is planning to phase out phosphates in commercial laundry detergents (they previously were given a pass even when domestic use products were banned), many product makers simply no longer wish to bother creating separate versions for "do" or "don't" markets.

Wash Quality
Did a load of towels in the Kenmore TL - didn't notice much suds so I tried a load of whites in the Neptune FL - came out very clean - rinsed well. Reminds me of original formula Tide w/Bleach. Smells similar - very clean - not heavy fragrance. Did another load of towels, dark colors, light colors, then rugs - no problems. After drying the scent is un-detectable.
Made a short video clip of the TL washing but couldn't get it to load. Well tomorrow is another day.
