These globe top types date back to more like 1946.
They were cheap "builder's" or "landlord" grade units. They didn't even include a dial for the cold control. Any temperature adjustment required going around the back and using a screwdriver.
It makes sense that the finish would be kind of rough. It wasn't up to the same standards as a real monitor top.
I think the Globe top was introduced around 1934. The design was promoted as being easier to keep clean as it was completely enclosed without the exposed coils.
