Speed Queen washer won't advance to spin cycle

Friend of mine has a 2006 Speed Queen 432 TL washer I set her up with a few years ago.

Today she said the washer will agitate but not "rinse". However, if she manually advances the timer to the delicates setting the washer will rinse and spin normally.

Failed timer or something else?
 
What happens when she says it will not rinse?, does the timer advance to rinse ? Does the washer fill for rinse and just sit there ? Does the whole machine just stop after the wash period? or does it spin out the wash water and stop ?

 

More information is needed to make a reasonable guess as to the problem.

 

A common reason washers just stop at the rinse cycle is the cold water is turned off or the cold side of the inlet valve has failed to allow water to flow.

Okay, she said the washer fills for the rinse and then does nothing.

However, she mentioned her husband did a load last night and it went through the full cycle but the clothes came out very wet.
The belt was replaced a little over three years ago.
 
 
It can be tricky to get sufficient diagnostic info from afar.  Non-initiated consumers typically don't understand that Rinse is a label for a phase of the overall cycle, not a specific function unto itself.  Multiple function occur during the Rinse phase.
