Here in Brazil, mostof the familyes that don't have or don't want to spend too much money, can find many "semi automatic" models.

They are all made of plastic. Few models have a metal or wooden cabinet and plastic tub.

The functions can vary from a simple "kitchen timer" that shuts it off after some minutes or more advanced controls that include automatic fill (with or withour water level selector), drain pumps or drain valves, and automatic soak and rinse cycles.

They can be with horizontal impeller, vertical impeller or agitator type. the impeller models are very agressive to the clothes, but everybody say no other machine can beat them about cleaning results.

It's not dificult to see families (even richer ones) that have a standard automatic washer and one of those, to wash dirtier clothes or even to save water, washing in the semi automatic saving the soapy water to the next loads and puting the load in the automatic to rinse and spin.

Of course or "Towering inferno" weather helps drying the loads when they are hung squeezed or one could also buy one of the many cheap and reliable brands of spin dryers.

There are many brands in Brazil, but i'm going to talk about Mueller because it's considered one of the best brands and they also have many different models and videos on youtube with english subtitles.

Mueller superpop is the BOL model. It has no drain pump or water inlet solenoid. vertical impeller type. The superpop also had the Superpop Glass version. It's the same machine, but transparent.

Here many just buy a brand new Top Load for 220 to 320 dollars at a store when sale. ie the lowest cost washer here where I am was only 208 dollars last summer on a super sale. Most here will buy a new low end model than mess with a used one. The stores often offer free delivery and hookup too.
 
If one wants to spin dry the load, a spin dryer can be an excellent option.
those machines are really cheap and great even for those who have a standard automatic washer. as it spins much faster than standard washing machines, they can remove much more water from the loads, saving drying time.

And finally, the dryer.

Here in Brazil dryers aren't so famous. We have a few tumble dryer models, but as almost nobody uses them, the static dryer is a great option when we need to dry one or two garments in a hurry. these machines are hanged on the wall and can be folded when not in use, saving space.

With only 7 hangers, those dryers aren't energy efficient if used for full loads (it would need 4 or 5 cycles to dry a full load from a washing machine) and the clothes would be hard as sand paper if overdried.

I have mine and I used it sometimes when I want to dry one or two pants or shirts. I never let it finish the drying and iron immediatelly after the cycle is done.
Drying one or two small garments in it is much more energy efficient than using the tumble dryer.

Here...

...the cheapest options would be either:

 

- a twin-tub for $367

 

- a small style impeller top loader for about $398 or, if you have the budget,

 

- Euromaid 5kg washer for $419...or the 7kg model for $539

 

Once you hit $550 ish, there is much more choice from Fisher and Paykel, Simpson and Whirlpool...

 

Personally, I'd take the small Euromaid for $419.....

Here they are for Serbia:

VOX - 185euros, 500rpm machine, 3 years guarantee (people buy that only if they are really out of money, and it is so urgent to have a washer)

GORENJE - WA60065 - people mostly buy that one. Cheap and 5 years guarantee. 220e

Well, after them there are going 300-350 Bosch (Clasixx)(5 years gtee, 350e), and Candy Optima (5yrs gtee, 300e).. but they arent the cheapest!

**When I say number of years guarantee, it is FULL PARTS AND LABOUR, there is no separate in here ;)
 
In Italy the cheapest you can find is Comfee (Midea) Chinese washing machine at 149 €

with a 5 kg capacity, 800 rpm spin and no option available other than no spin.
the programmes are fixed and you can only select the cycle.

The first machine "worth" buying is the Bosch WAA-12161II
at 600 rpm spin and 5 kg of capacity for 206 €

Then come Indesit and Beko at around 210 and more
 
I would do as I do now-go to the thrift stores or swap shops in the area-and look for BD KN,WP,older GE-hotpoint Filter flo,and Speed Queens.I haven't bought nor do intend to buy a new washer.Just don't like what customers are being forced to buy.
 
We're all talking about FL washers right?

In the UK you can get a Swan 1000rpm front loader through popular catalogue department stores for £179.00. It looks like the Techwood in the pic Foraloysius posted. I attached a scan below.

Ireland €199 for an unheard of Finnlux

I had a quick look around the websites and the best I could come up were:

The only types of machine available here are front-loading automatics. You can get US-style top-loaders, but they're quite pricy and special order, a bit like trying to buy a Miele or Asko in the US.

At Harvey Norman - A Finnlux 1000 rpm model for €199 ! It's a rebadged something ... not sure what.
