The GE Wonder Kitchen evidently was originally Turquoise, but has been painted. Check out pic #2 that shows the side of the range unit. As long as they didn't sand or otherwise abrade the porcelain before painting, some paint stripper should get that part back to Turquoise. The rest of the cabinets could be stripped and painted to match.

Ok, Tom - I managed to put my foot in my mouth again. i did see the sides being Turquoise. So how do you strip it and preserve the turquoise? I knew of a man who had a business that was a baking soda(?) power washing. It could remove paint and leave the primer.
 
Phil, I'd use a good paint stripper such as Franmar Blue Bear to remove the paint. That should take it off the porcelain without any problem, as porcelain enamel is not disolved by solvents. Hopefully they didn't use any abrasives to prep it before painting. Obviously any painted sections would need repainted to match.
