I hope THAT is all that is an issue.
Grab a couple of bottles of vinegar, a tub or bucket large enough for the dispenser, fill the bucket and immerse the dispenser fully, cover, and let soak for a couple of days and it should clean up no problems.

Wow - that's worse than I'd imagined they would be. It's helpful if it hasn't been used for a long time and everything is dry, easier to chip and scrape away...
