If the DW isn't performing: 

 

Fix it, leave it ailing and waste by pre-rinsing or just get your rubber gloves, sink plug, sponges and brush and get to work.

It could be as simple as the continuously leaking rinse agent producing too many suds during the whole cycle, but especially the wash, for the machine to clean properly. Try running it without any fluid in the dispenser and see if results improve.
