It was the belt!
The belt was so loose I could remove it with my finger.
All tight now, now the retest.

Nothing! No change. All you hear is an electric pulsing sound.
No I tightened the belt. I may have over tightened it. Let me loosen it a bit and try again. GRRRRRRR!
Not the belt at all. The motor just hums may be a bad capacitor.
It's the capacitor (part # 3429938). I removed the motor and connected it direct. Worked fine. I worked the agitator by hand, the pulley/splutch turned true. I removed the capacitor and tried to discharge it...zilch, nada, dead as a door nail. I've looked online for a replacement, $29 used, $47 new. There's quite a few appliance parts stores near me. I'll look there next. Oh yeah, NO LEAKS! Underside of washer was bone dry, zero rust.

I am surprised on how many machines apparently were/are in use in this complex. I mean, there is IS plenty of room for a full size washer. Today was a bust looking for the capacitor. I guess it's best just order it online. One thing about the capacitor that the machine came with, it was used. It's all dented and scratched, while the rest of the machine underneath is in like new shape.So it has failed before.
I did get new hoses for it to convert the machine to a permanent installation.

Well I ordered a capacitor. This better be it.
Oh how gross.
Much better.
New capacitor installed, belt tightened, safety cap back on.
First self fill...so far so good.
