Yep it mixes SOME water.
THey don't recommend bleaching in the mini basket if colors are in the bottom.
There's also a catch... You can use the mini basket ONLY with the washer on minimum level.
Why Brastemp and not Whirlpool. THat's simple. In Brazil the Brand Brastemp is present for Many decades.
In 1990 Brastemp made the best tv commercials in history (it's not me saying, they were awarded by probably ALL marketing organizations) That campaign worked so impressively well that until today, 30 years later, people use the slogan "Well, it's not exactly like a Brastemp but..." to refer to something not so good. Example: "Hey, How's your coffee? Well, it's not exactly like a Brastemp but..."
When Whirlpool bought Brastemp, it wouldn't make any sense to get rid of a brand so traditional and known and spend millions, billions, zillions, gigazillions to make the Whirlpool brand famous.
Also, for BR Portuguese native speakers that can't speak English, the pronunciation of "Whirlpool" is a disaster. Actually I think they regret they changed the company name from Multibras S.A. to Whirlpool Do Brasil S.A.. People now refer to Whirlpool as "W-P" simply because they can't say Whirlpool without making a knot on their tongues.
Now if the question is Why Brastemp (There in Brazil) and not Whirlpool (Here in the USA) THat's simple to answer.
In Brazil we can still make washers that use water. Our top load washer fill to the very top (like half inch before overflowing) when on maximum level.
If Whirlpool dare to release the same washer here in the USA, in a matter of hours the D.O.E. Eco-nazis would arrest all Whirlpool employees and send them to Auschwitz.
That's why the Brastemp Duet and Electrolux Ecoturbo (Frigidaire Affinity) had the water level almost halfway up for rinses. Brastemp Vantage (also made here in the USA) used 13x more water than a Whirlpool Vantage.
By the way: Brastemp still uses the World Washer platform for almost everything. This washer that has a mini basket is actually a giant Whirlpool World Washer.
