The seller confirmed that the left front burner is the bad burner.  It is the Automatic burner; he says it only has one heat - full on.  It also appears to be missing the tempered glass panel between the cooking surface and the backsplash.

My motive were not totally altruistic; I was considering the range for myself.  However, I think I will pass.  My initial contact was to ask the seller if the one bad burner was the left front (the "Automatic" burner), his response was to ask "how did you know".

 

He also told me that his daughter has bought his house and the kitchen is to be remodeled and the stove has to go.  Apparently the work starts on Monday (9/17) and the stove has been moved to a covered porch for now.
