I don't understand what you mean about safety. Most electric ranges have the controls on the rear panel. Unlike with gas ranges, you don't have open flames jumping up during burner ignition when a hand might be stretched over the cooktop to reach the controls.
 
Thanks, Ask-, it's really a matter what is on the stove. And I agree, Tom...but this stove has a slightly different arrangement of the controls, at least from viewing the photos,that position the controls not as high as the ones that are traditionally placed on the back. We have the burner controls, here and at the other house, just as you described - on the back. But these Hotpoints are not set up off as high and that's why, with certain pot sizes and number of pots used, the reach brings (it appears) a little closer to the cooking activities. Additionally, most back panel controls are positioned face out to the user, not heat temp control identifications facing up(axis of controls are vertical vs. an easier to see horizontal or near-horizontal axis).

Not that I would really complain about it, but preferentially, just looking at this, I think there are safer physical arrangements of the burner controls relative to the heating surfaces.

Oh well, to each his own.

Just how would the controls be actually configured? Would it be: LEFT, FRONT, REAR, RIGHT?

I tried to enlarge the photo of the cook top, just to give me a hint of hows each burner knob is labelled, in trying to make out the writing...
