cascade packs question

Hello everybody. I have been curious about the cascade packs. I just got done moving the cascade complete packs from the bag to the container. I have noticed there were 2 gels. One goes just about around the whole top of the pack and another is a big gel swirl that covers the rest. What are they and what do they do? I was under the impression that the powder is responsible for baked-on/caked/on soils while the gels are for grease removal and rinsing. I also noticed that the cascade platinum has a 3rd gel. What is it and what is it responsible for? Thank you.
 
I`m not saying it`s a bad product but judging from the ingredients list it looks like the main purpose of both liquid chambers is only to look nice and generate extra bucks for P&G.

There is only one extra surfactant as an active ingredient listed in the liquid phase and I don`t see why this couldn`t be incorporated into a powder or a "regular" tab as well.
