Success!!!
As I started tearing into it this morning, I saw the rear legs were bound up. Hmmmm, as I sprayed them with WD40, and got them working again. But when I took the front off, I saw a lot of plastic dust around the bottom of the mechanism, and figured I needed to change the snubber.
After removing the cabinet, and belt, I was able to remove the suspension springs, and lift the whole mechanism off the base, and turn it over. Even left the pulley on. Then I loosened 6 screws, that held a cover on the brake, and was able to slide the old snubber ring out, and the new one in. Reversed proceedure, and it's back up and running. I don't know if that's the factory approved method, but it worked!
It still bounces a bit in spin, but then I figured it's a Magic Chef, and it's probably normal.
