My dreaded Eljer came from Grossman's 20 years ago and is one of the first low flow models that doesnt flush worth s***. I fill a small basin with water and then dump it into the bowl as it flushes. Wastes extra water but it works.

Oh god no wonder you're having problems! Take those out NOW and put just about anything else in, American Standard Cadet 3 (or go to a supply house and get the slightly nicer cadet pro), Kohler Cimarron, toto Drake....anything! Yeesh. Those Lowes brand pots are below builder grade IME.
