Definitely Foul Play There!
That's absolutely unacceptable... why should it be covered in scratches? Was it fully packaged this time? I would've refused to take delivery of it in such conditions and told the delivery men as well as to the retailer you got it from to stuff it!
What's going on with Hoover in this country? I had to have mine replaced as well because it was physically damaged. The same story back in 2004 where I was trying to get a Candy which arrived damaged... I ordered a replacement Hoover which also arrived damaged... then I had 2 more replacements before I got a satisfactory outcome with a scratch and dent free machine (which is b.t.w. still rather healthy and never had and breakdowns, not even minor ones). I had similar experiences with other Hoover/Candy appliances: it's such a shame... no wonder some people abhor this brand!
Try a Miele... even a bottom of the range one shouldn't be much more expensive than the top of the range Hoovers and LGs you've been trying. Good luck anyhow ;-)
