They were also used in Brazil until about a decade ago for higher amp appliances like window-type air conditioners and washers with heating elements.

The main idea was actually having a different plug for 220V in a way that a standard 127V plug would never fit a 220V outlet.

The new standard (That most Brazilians still hate during this transition years) uses a similar design, but the prong diameter is different for different applications, so a 20A appliance won't fit a 10A outlet, but a 10A plug can fit a 20A outlet.

It worked beautifully, the design is actually much safer, kinda like the Shucko, you can't reach the prongs because the outlet is recessed, except for the people now being able to accidentally plug 127V appliances in 220V outlets and fry them instantly.
