My neighbor's got a Hotpoint pair, and asked me about the washer.
They state that it seems to agitate slow, compared to other machines.
Is that a normal thing?
I think they purchased it in the early 2000s.

might be GE Hydrowave design: no transmission,inverter driven motor drives agitator through slower but long stroke agitation.The other variation of GE washers of this era has geared transmission, across the line motor and brisk,short stroke agitation.There is a belt and clutch that could be slipping.
 
As Brendan mentioned, it could be one of two different design machines in the first place, it’s sort of a vague complaint. It’s not a usual complaint on a GE top load washer there could be something wrong with it., The GE models with a transmission that did not have the dual action agitator were sort of lame and agitation that might be normal.

The model number is right under the lid on the top of the machine. Other than that, it’s kinda hard to speculate as to what their complaint is
