I found a cute little West Bend 18 cup Party Percolator today. I actually had one just like it, but now I have a set! (One for regular, one for decaf? :-)

Anyway, the finish on it seems rather dull. Any thoughts on how to shine it up?

great - but my honey is allergic as hell to it and I have to admit that it bothers me, too.
Brasso works on aluminum and I have found that the polish GE puts out to clean ceramic stove tops works very well, too. What you don't want to do is to use vinegar or a strong base (lye) or chlorine bleach.
I'd suggest you try one of the above, then rinse really, really well. You can clean out the innards with denture cleanser tabs if need be. Or citric acid if it comes to that.
What a pretty pot! I hope you have years of enjoyment from it!
