I have a Samsung washer. The water level at Delicate is the only high water level cycle, the same as this video. The only drawback is that the agitation is not the greatest, and the maximum wash time is around 8 minutes.
If I want to wash a bedspread, I would use the delicate cycle to get the item completely saturated.Otherwise, the regular or heavy duty might not get the center of the bedspread wet. and after the main wash, I cancel the cycle. Then it drains and stop.
Then I would restart a regular or heavy duty wash cycle. (When you put a big item, it does tumble well. if you put only a few items, they just float on the water. which makes it a delicate cycle. But the rinses don't fill that high, so there goes out the window your delicate agitation )
The heavy duty uses slightly more water than regular, but it takes 2 hours or more to complete the cycle. The Permanent Press cycle uses more water than Heavy duty.
