I'd like to respectfully offer a dissenting opinion. To be able to show a tasteful and appropriate amount of affection for one's significant other in public is a normal part of human behavior, and is in my mind a right. Just because someone like the Talibush . . . er . . . Taliban would like to take that right away makes it no less a basic human right.
